The Substance Abuse Treatment Enhancement Project (SATEP) was developed by Alcohol and Drug Recovery Centers, Inc., (ADRC) and its partners to address problems of access, transportation, housing, treatment and coordination, while concurrently providing for case management and outpatient services. The diverse group of private non-profit providers which forms ADRC's partnership includes My Sister's Place, Hartford Behavioral Health, Advanced Behavioral Health and Institute for the Hispanic Family. Each has provided many years of substance abuse treatment/management services to the local population. SATEP is committed to providing a range of treatment and support for substance abusers. These services are linked through a Project Coordinator who helps to assure a seamless system of service delivery. Overall, this project represents a significant enhancement to the system of services for chemically dependent clients in Region IV and Hartford, in particular.

This initiative, funded by the Department of Mental Health and Addiction Services (DMHAS), has developed into a system of care which increases access and provides seamless and coordinated treatment.

The Alcohol and Drug Recovery Centers, Inc. Regional Transportation System serves the North Central Region. Transportation is available for clients who are without an independent means of transportation, who do not require transport by ambulance, and who meet the following criteria: Clients presenting at an emergency room or DMHAS-funded provider agency who require medically monitored detoxification within the North Central Region Clients discharged from a 23-hour bed and who requires detoxification or residential placement

Clients to be discharged from detoxification services and who requires residential placement Clients who may require transportation from one level of residential care to another. Transportation for medical detoxification will be made available 24 hours a day, 7 days a week, including holidays. Other transportation services will be available 8:00 a.m. to 12:00 midnight.

WOMEN'S ALTERNATE LIVING CENTER

This 15-bed residency is housed at and operated by Mercy Housing at Catherine's Place. This is a long-term (up to 12 months), semi-structured living facility. Residents establish goals aimed at sober, independent living and develop action plans to achieve their goals during the course of residency. Abstinence from all mind-altering drugs is the primary goal. Goals for all residents are to demonstrate an effort to secure employment or further their education and/or perform volunteer work. It is anticipated that those individuals appropriate for residency will require a minimum of six months at the Center in order to rebuild those areas of their lives lost due to chronic substance abuse.

OUTPATIENT COUNSELING

Outpatient counseling service is provided by Hartford Behavioral Health (HBH). They offer treatment services for substance abuse and co-occurring disorders to men and women in the Greater Hartford region who have no entitlements or are not eligible for entitlements. Modalities of treatment include individual cognitive-behavioral therapy, group therapy, educational and psycho-educational programs, family therapy and medication management, as necessary. Evening hours are available.

Advanced Behavioral Health

Advanced Behavioral Health (ABH) provides a dedicated centralized 1-800 line available 24 hours per day, 365 days per year, for accessible and timely substance abuse assessment and referral services in the North Central Region. Services are available to the deaf and hard of hearing.

Using an assessment and triage database developed specifically for this project, the ACCESS Line staff responds to calls in a professional, efficient and sensitive manner, collecting the information necessary to make the best disposition on the referral. Using a bed/slot availability inventory for all levels of care, ACCESS updates that list throughout the day. This enables both substance abuse providers and clients the ability to initiate access to residential or outpatient services on a 24-hour-a-day basis.

CASE MANAGEMENT
Catholic Charities - Institute for the Hispanic Family

The Institute for the Hispanic Family provides flexible, accessible, and culturally appropriate community support services to people with chronic and severe addictive disorders. Case management services are provided to identified clients for a period of up to one year.

Case management services are provided in a community support approach. Services are organized around the ever-changing needs of this population, focusing on four key principles: flexible supports, accessible services, coordinated services, and culturally competent services.

These services are coordinated through the ADRC Behavioral Health Unit and assigned to the Institute for the Hispanic Family based on the following criteria; chronic relapse with six (6) admissions for detoxification, co-occurring disorders, HIV positive, serious medical conditions, and pregnancy.

Housing Supports

ADRC has designated six (6) residential beds for male transitional clients. These clients need to be medically detoxified and medically clear prior to consideration for a support bed. Priority availability will be accorded based upon the following: clients who have finished one level of care, and are awaiting bed availability at a lower level of care; and clients discharged from a high level of care and, by virtue of the housing support, can access outpatient services.
